It's 10:40 at night. Half the bedrooms are dark, the other half are fine, and the air conditioner has gone silent. Or maybe it's this: the kitchen lights keep fluttering every time the washing machine kicks in, and last night the bedroom lamp glowed brighter than it's ever been.

Both of those are the same question from two different angles. Something is wrong with the power coming into the house, or the power moving through it. Here's what the flickering means, what the bright lights warn about, and what to do safely, who to call, and in what order.

Short answer: repeated or widespread flickering or dimming deserves investigation. Dimming can reflect a voltage drop; flickering can come from a connection problem, a utility disturbance, or the lighting equipment itself. Several circuits losing power while 240-volt appliances stop working can indicate a lost incoming hot leg — not necessarily a fault inside the panel. And lights burning abnormally BRIGHT on some circuits while others dim — especially as appliances cycle — are an urgent warning of a possible loose or open neutral: unplug accessible electronics only if it's safe, and don't delay the call.

What you're seeing in your home

There are really four patterns, and which one you have decides who you call first:

One room or one circuit is dim, or flickers. The kitchen lights dip when the microwave runs, or the garage lights dip briefly when the compressor starts. A brief dip as a large motor starts can happen and does not, by itself, establish a wiring fault. Pronounced, repeated, or sustained flickering or dimming needs investigation. If the problem stays confined to one circuit while the rest of the house operates normally, the electrician checks that circuit, its breaker, and its connections.

The whole house dims for a moment. Every light sags, then recovers — or the lights remain noticeably dim for longer. A brief dip can come from a utility-system disturbance. Repeated or sustained dimming needs investigation. If neighbors notice the same thing, tell the utility; if only your home is affected, report that too. The pattern helps narrow the search, but it does not prove where the problem is.

Half the house is dark. Roughly half the lights and outlets work and half don't — “half the house” is shorthand for a service-leg problem, not a neat division of the floor plan; the affected circuits don't necessarily follow one group of rooms. The 240-volt appliances — electric range, electric dryer, central air, electric water heater — are dead too. That split is the signature of a lost hot leg.

Some lights are abnormally bright while others are dim. This is the one to memorize. If the bathroom vanity lights are glaring white-hot and the living room lamps have gone yellow-orange, that is not a brightness problem. That is the lost-neutral warning: voltage that should be splitting evenly between the two sides of the house is floating wherever it wants. Unplug accessible electronics — the television, the computers, the gaming consoles, anything with a circuit board — but only from normal, undamaged outlets, and don't delay the call to finish the job. Overvoltage can damage electronics even while they still appear to have power.

What is actually happening

A house in Greater New Orleans gets fed by what the trade calls split-phase 120/240-volt service. Picture three wires arriving from the pole or the underground lateral: two hot wires — the legs — and one neutral wire.

Each leg carries 120 volts relative to the neutral. Leg-to-leg — measured between the two hot wires — is 240 volts. Roughly half the branch circuits in the breaker panel hang off leg A, the other half off leg B. The 240-volt appliances take both legs.

A lost hot leg means one of those two 120-volt feeds went dead somewhere between the transformer and the panel. Utilities call the result a partial-power condition — power in part of the house, or 240-volt appliances dead while some lights still work — and their published guidance is the same: check for tripped breakers, then report it so both 120-volt lines can be confirmed at the meter. Effectively every circuit hanging off that leg goes dark — roughly half the house. The 240-volt appliances go dead — they have no complete 240-volt circuit. The cause could sit in several places: the utility transformer, the service drop or lateral feeding the house, the meter base or the meter itself, the main breaker, or inside the panel. The panel is one suspect on a list, not the whole list. Knowing what size service feeds the panel helps the electrician size up the job before arriving, which is exactly what the guide to identifying your home's service size walks through.

A loose or open neutral is stranger and meaner. The neutral is the wire that keeps both legs honest at 120 volts each. Break it — a corroded lug in the meter base, a failing splice in the service drop, a damaged lateral — and the loads on leg A and leg B stop being two 120-volt circuits and start being one series circuit across 240 volts. Whichever side has less load gets more voltage. Lights on that side burn too bright. The other side goes dim. Electronics cook. It can happen gradually — a deteriorating neutral connection can cause intermittent symptoms before the problem becomes unmistakable. The trade press has documented the danger: in one home, an electrician found a broken service neutral at the mast after the homeowner had experienced changing light brightness. Neutral current had been returning through the cable-TV shield, which overheated and burned (Electrical Construction & Maintenance, “The Case of the Defective Neutral”). The bright lights are the tell. Persistent or unexplained dimming and flickering deserve investigation. Lights becoming unusually bright on some circuits while others dim — especially as appliances cycle — are an urgent warning of a possible loose or open neutral.

Flickering vs. dimming comes down to timing, but dimming or flickering can have several causes. Flickering is intermittent — a loose connection arcing and re-seating, expansion and contraction with heat, a failing breaker contact — but it can also come from the lighting equipment itself: LED bulbs on an incompatible dimmer can flicker across several lamps without any wiring fault. Dimming can reflect a voltage drop — an overloaded circuit, a marginal service, or the utility grid sagging under load — and a brief dip when a large appliance starts may differ from dimming that persists. A single flickering bulb is usually the bulb. But flickering or dimming that is persistent, widespread, or keeps coming back needs investigation.

On the Gulf Coast, the service hardware itself deserves attention. Weather exposure, storm damage, and corrosion belong on the inspection list. The service is easy for a homeowner to overlook — but the electrician evaluates its condition rather than assuming the problem starts inside the panel.

What a professional checks

Here is what the investigation may include, depending on the symptoms — not a do-it-yourself checklist. The dead front, the cover on the panel interior, stays on for the homeowner; a panel can be live with the main breaker off, and service equipment is not a place to learn by doing.

First: map the pattern. The electrician will ask which rooms and which outlets are affected, whether neighbors have power, and — the diagnostic split — whether the 240-volt appliances still work. 240-volt appliances dead or neighbors affected: the utility first. One circuit or one room: the electrician first. Bright lights in some areas and dim lights in others: call the utility immediately and arrange urgent electrical service. Unplug accessible electronics only if safe, and do not delay the call.

Second: check breaker status. The electrician determines whether a breaker has tripped and whether resetting it is appropriate — a reset happens once, only if the breaker is clearly tripped and there are no signs of heat, buzzing, burning smell, or visible damage. A breaker that trips again needs investigation, not repeated resets.

Third: voltage at the panel. With the dead front off — electrician only — leg-to-leg should read about 240 volts, each leg to neutral about 120. The electrician checks both leg-to-leg and leg-to-neutral voltage and interprets the readings alongside the symptoms and connected loads. For a suspected neutral problem, changing readings as loads cycle are especially important. This reading is what a proper diagnostic produces before any part gets replaced.

Fourth: the service hardware. The meter socket lugs, the weatherhead, the service drop splices, the neutral integrity at every connection point. Heat discoloration at a connection is a warning sign — and this is where the trade's thermal imager earns its keep, though thermal patterns still need electrical measurements to confirm the cause. The electrician coordinates with the utility company before opening or working around metering equipment or utility-owned conductors.

Fifth: branch connections. Where the symptoms point downstream, the work moves to the affected branch: breaker contacts, wirenut splices, device terminations. Loose connections are also the breakers-that-trip story — a connection problem and a tripping problem are often the same wire talking two different ways.

The safety / code / repair boundary

What the homeowner may safely do: walk the house and note exactly which rooms, outlets, and appliances are affected. Check with the neighbors. Report an outage to your utility company — Entergy customers, for example, can report online, call 800-9OUTAGE (800-968-8243), or text OUT to 36778. Reset a tripped branch breaker once — and only if there are no signs of heat, buzzing, burning smell, or visible damage — with the OFF-then-ON trick; if it trips again, leave it off and call for help. Don't make resetting the main breaker the first response to partial power or bright-and-dim lights — report those symptoms first. Call 911 from a safe distance for downed lines — never approach, never drive over.

What belongs to a licensed electrician: everything inside the panel, and the service mast, meter base, and service equipment on the customer's side of the boundary — your electrician confirms where that boundary sits for your installation. Entergy's “What's yours? What's ours?” guide explains that customer and utility responsibilities cover different equipment.

What belongs to the utility: generally the service drop, the meter itself, and the transformer — though the exact boundary varies by utility and installation, so don't assume equipment belongs to the utility just because it's outside or near the meter. If the neighbors are dark too, or the 240-volt appliances are dead while some circuits still have power, the utility gets the first call. Report suspected partial power or bright-and-dim lights to your utility company, and have the electrician coordinate any work around the meter or service equipment.

Repairs to service equipment may require a permit, inspection, and utility disconnect or reconnect — requirements depend on the local jurisdiction and the work. Ask who handles each part. Your electrician should confirm the requirements with the parish or city building department and the utility company before work begins.

A word on the licensing angle, since the topic comes up on every service call: the benefit of a licensed, experienced electrician here is judgment about who owns which half of the problem. A seasoned electrician reads the pattern and knows whether to call the utility before touching anything — which saves the homeowner from paying for a panel repair that was never the problem. A licensed electrician also keeps the whole safety chain intact — permits and inspections handled as part of the job.

What to ask the contractor

The phone call before the truck rolls matters. Five questions worth asking:

“Before you come out, walk me through the pattern — which of these sounds like a utility problem and which sounds like my panel?” (A real electrician gives you the diagnostic split without selling anything.)
“Will you take leg-to-leg and leg-to-neutral voltage readings at the panel before replacing anything?” (Proper diagnostics produce numbers first, parts second.)
“If the problem is on the utility side — service drop, meter, transformer — do you coordinate with the utility company, and do I still pay for your visit?” (Ask whether coordination is included and whether the diagnostic visit is chargeable if the fault turns out to be on the utility side. Get the fee terms before the visit.)
“The lights went bright, not dim. Is that the neutral, and what do I do with my electronics until you're here?” (Anyone who brushes off the bright-lights pattern hasn't seen what it does.)
“What does the diagnostic visit include, what does it cost, and what's your permit process with my parish?” (The scope, the price, and local permitting knowledge — the useful answers up front.)
