Questions to ask the electrician

Will the replacement be a new, currently listed panelboard with breakers listed for it — not a breaker swap inside the old enclosure?
While the panel is open, will you verify the grounding — and what will you do if it’s inadequate?
Will the work be permitted and inspected through the local AHJ, and who handles that process?
How long will the power be off during the changeover, and which circuits will be affected?
Can you document the existing panel — label, breaker layout, any heat damage found — so there’s a clear before-and-after record?

",{"_296":359,"_360":361,"_77":362},"ODY1NzIxOQ==","

The safety boundary: where your role ends

Homeowners: never go past the deadfront. Switching off the main breaker does not establish that the panel interior is safe to touch — service-side parts may remain energized, and isolation must be arranged and verified by qualified personnel in coordination with the utility where required. Removing the inner cover exposes parts that can kill. Identification from the door label or a photo of it is the whole homeowner job. Do not touch breakers or the panel to test for heat. If you notice a burning odor, unusual noise, or visible damage, stop operating the equipment and seek urgent professional assistance; don’t cycle breakers repeatedly trying to diagnose it.

If there is smoke, visible fire, or active sparking, keep away from the panel, leave the affected area, and call 911. Do not approach the panel to operate breakers.

This is not a DIY job. Have a qualified electrician assess the panel and perform any replacement. Panel replacement is the kind of work that gets permitted and inspected, and permit, inspection, and contractor requirements depend on the local AHJ — the authority having jurisdiction. Requirements differ by parish and city across Greater New Orleans, on both sides of the lake, so confirm them with the local AHJ before work begins rather than assuming one jurisdiction’s process applies everywhere. Hire a properly licensed and insured electrical contractor — one who can safely assess the installation, arrange necessary shutdowns, complete the permitted work, verify the grounding while the panel is open, and stand behind the installation. Those are benefits worth paying for, not hurdles — a panel change is one of the jobs where the quality of the installer is the quality of the outcome.

On cost: replacement cost is driven by factors, never a flat number — the panel’s amperage, whether the service feeders and grounding need work at the same time, the condition of the existing wiring, and local permit and inspection fees. A quality quote requires an on-site assessment of the panel and the installation, period — a figure given without one is not a quote a homeowner can rely on.

What a professional checks

An electrician’s assessment may include the following, depending on the equipment’s condition and whether it can be examined safely:

Positive brand identification from the panel label — door label, breaker markings, the works. Misidentification wastes everyone’s time.
Heat and discoloration at the breaker-to-bus connection points, with the deadfront removed by the electrician — scorching, melted plastic, corrosion, arcing marks. On a Zinsco, this is where bus-connection damage shows up. Some damage is concealed behind installed breakers and may not be visible during a routine inspection; the absence of visible scorching does not establish that the equipment is safe.
Whether the installed breakers are approved for the exact panel application — through the applicable listing or classification and the manufacturer’s compatibility documentation. Mismatched breakers in any panel are their own problem. And a properly classified replacement breaker does not resolve the underlying concerns with FPE or Zinsco equipment; compatibility is not a cure for the panel design.
The panel’s overall condition — corrosion, heat damage at the main lugs, deteriorated insulation, signs of prior arcing anywhere in the enclosure.
Whether handle position matches reality. A handle position does not prove a circuit is de-energized. On a suspect Zinsco, the electrician verifies with appropriate test equipment whether a circuit is actually off.
What the inspection cannot prove. A visual inspection or a handle that moves normally does not prove that a breaker will trip correctly during an overload.

Replacing an individual breaker does not establish that the remaining panel assembly is reliable. For both brands, replacing the panelboard with new, listed equipment is commonly recommended as the reliable resolution — the problem is in the panel designs, not in any single breaker.

What is actually happening: the failure mechanisms

Federal Pacific: breakers documented to fail to trip

A breaker’s one critical job is to open the circuit when current exceeds its rating — holding the current it’s rated for, then shutting off within set time limits when an overload pushes past it. The CPSC’s testing confirmed that FPE Stab-Lok breakers failed certain UL calibration tests — the tests that check exactly that behavior. In plain terms: a Stab-Lok breaker that has sat quietly for years, never tripping, may still fail to open the circuit under an overload condition that requires it to trip. The overload current the breaker was supposed to interrupt keeps flowing instead.

The history behind this is worth knowing because it’s often garbled:

In June 1980, Reliance Electric, FPE’s parent company, reported to the U.S. Consumer Product Safety Commission that many FPE circuit breakers did not fully comply with UL requirements. The CPSC’s investigation focused primarily on two-pole residential breakers manufactured before Reliance acquired FPE in 1979.
On March 3, 1983, the CPSC closed its investigation (news release #83-008) without a recall. Its stated reasons: the data available did not establish a serious risk of injury, and a fuller investigation would have cost millions the agency’s budget didn’t cover. The release was revised in 2011 to carry an explicit staff note: the Commission closed the matter without determining whether FPE breakers are safe. The closure reflected insufficient evidence to resolve the safety question, the expected cost of further investigation, and competing agency priorities; it was not a determination that the breakers were safe.
In 2002, a New Jersey Superior Court ruling in a class action determined that FPE violated the state’s Consumer Fraud Act. A court-directed class notice stated that the violation involved cheating during circuit-breaker testing to obtain UL approval.

So the record reads: confirmed test failures, a federal investigation closed without determining the breakers were safe, and a court finding of fraud in the certification process. None of it reads as reassurance.

Zinsco: two places a breaker can fail

The bus bar is the set of metal strips inside the panel that distribute power to each breaker — every breaker clips or bolts onto it. Many Zinsco-design panels used aluminum bus bars, and their breakers attach to the bus with spring clips.

There are two different places a Zinsco breaker can fail, and they are worth keeping separate.

The first is the breaker-to-bus connection — the joint that supplies power to the breaker. That connection can deteriorate over time. Heating and cooling cycles can gradually ease the clip’s grip on the bus. Aluminum can oxidize, and aluminum oxide is an insulator, so resistance at a loosening joint can rise — which can generate more heat, which can loosen and corrode the joint further. That is a way these connections can deteriorate, not a sequence proven to occur in every panel. Where overheating at the connection is severe, the heat can damage the bus, the breaker case, and the breaker’s internal components, and it can fuse the breaker onto the bus, making removal difficult or impossible.

The second is inside the breaker itself. The breaker’s internal contacts are what interrupt current to the circuit. Heat damage can compromise the mechanism or fuse those contacts together, preventing interruption. A damaged breaker may therefore fail to trip, or leave a circuit energized despite an OFF handle position. Bus-connection damage and failure of a breaker’s internal interrupting mechanism are separate concerns. Severe heat may damage nearby breaker components, but bus-contact damage alone does not establish whether the breaker will trip.

An electrician may find scorch marks, melted plastic, or bus discoloration. Some damage remains concealed behind installed breakers even after the deadfront is removed.

Zinsco panels, like FPE’s, were never subject to a mandatory federal recall. These designs are flagged in electrical, engineering, and inspection guidance, with replacement commonly recommended over servicing individual components.

Flickering lights or a partial outage do not identify a panel brand or prove a particular failure. Those symptoms need their own diagnosis — a separate guide covers what flickering and partial power usually mean. Do not assume they are unrelated to the panel, and do not assume replacing a breaker will resolve them.

",{"_296":359,"_360":361,"_77":362},"ODY1NzIxNQ==","

What you’re seeing: how to identify each brand

Start with the panel door and its labels — never remove the panel’s inner cover (the deadfront) to look inside. A clear photo of an accessible manufacturer label can often help with an initial identification. Do not remove any cover to find additional markings.

Federal Pacific Electric (FPE). Look for “Federal Pacific Electric,” “Federal Pacific,” “FPE,” or “Stab-Lok” on the door, the label, or the breakers themselves. The Stab-Lok breakers have a distinctive look: red-orange handles. FPE panels were installed widely in homes built from roughly the 1950s through the 1980s.

Zinsco. Look for “Zinsco,” “Sylvania,” “GTE-Sylvania,” or “Sylvania-Zinsco” on the labels — Zinsco equipment was sold under the Sylvania brand names. One qualification matters here: some Sylvania and GTE-Sylvania panels use the Zinsco breaker-and-bus design, and others do not. The brand name alone does not establish that a panel is a Zinsco design; an electrician can confirm the equipment type. These panels were installed widely from roughly the 1950s through the 1970s. Their breakers are typically thin and color-coded.

Treat the label, the breaker shape, and the handle color as clues used together — none of them is conclusive identification on its own. Thin breakers are not unique to these brands, either: some other equipment also uses narrow breakers, such as Square D QO and older GE ½-inch styles, so shape alone doesn’t identify a panel.

One caution on age: these concerns involve the identified equipment designs, not age alone, and a panel doesn’t age out of them. A panel from a different manufacturer is a different question — and it starts the same way, with the label on the door.

",{"_296":359,"_360":361,"_77":362},"ODY1NzIxNA==","

Short answer

No. Based on the documented record, neither Federal Pacific Stab-Lok nor Zinsco-design panels can be considered safe. Take either brand seriously. CPSC testing found that investigated Federal Pacific Stab-Lok breakers failed certain UL calibration requirements, including requirements governing tripping under overload. The agency closed its investigation without determining whether the breakers were safe — that closure was not an all-clear. Zinsco panels have documented problems at the breaker-to-bus connection and inside the breaker itself, and a damaged Zinsco breaker may fail to trip or leave a circuit energized even with the handle at OFF. There was never a nationwide recall of either brand's panels — and a lack of recall is not a safety finding. For either panel, inspectors and electricians commonly recommend an evaluation by a licensed electrician and, in most cases, complete panel replacement rather than piecemeal repair.

The question: should you worry about a Federal Pacific or Zinsco panel in your home?

Our overhead-versus-underground service guide traced the overhead or underground feed from the power company to the home. This article picks up at the equipment that distributes power through the home's circuits. Depending on the installation, the service disconnect and breaker panel may be in one assembly or in separate locations. The panel holds the circuit breakers, which are the safety devices that automatically shut off a circuit when current climbs past safe levels. That automatic shutoff is called tripping, and a separate guide covers what a breaker is supposed to do when it trips.

Two older panel designs — Federal Pacific Electric's Stab-Lok equipment and Zinsco-design equipment, including certain Sylvania-branded panels — are flagged by electricians for documented problems with exactly that job. This is the deep-dive layer: what the brands are, what actually goes wrong inside them, how a professional checks one, and where the homeowner's role ends and the electrician's begins.
